ICA approval no longer needed for residents to return to UAE

Abu Dhabi: Expatriate residents stranded abroad who wish to return to the UAE will no longer need to apply for a resident entry permit from Wednesday. 


Returning residents will still need to submit a negative Covid-19 test certificate from accredited facilities that is no more than 96 hours old to air carriers in order to travel. 

All precautionary and preventive measures will also need to be followed, including adherence to approved quarantine periods as well as downloading the Al Hosn app to ensure public safety.

All Indians must register online before flying to UAE for work

The Indian government’s new online registration will be applicable to all Indians working in 18 countries from January 1, 2019, Those who fail to do so will not be allowed to board their flights to these countries.
Only one-time registration is required as long as an Indian remains on the same company’s employment visa. It is not necessary to register every time one goes back home unless there is a change in visa.
Registration must be completed on the eMigrate portal between 21 days and 24 hours prior to the date of travel.
All Indians holding ECNR passports with overseas employment visa should register on https://emigrate.gov.in/ext/preECNREmig.action before flying out of India.
Registration is mandatory for Indians taking up jobs in 18 notified countries: Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Sudan, South Sudan, Syria, Thailand, UAE and Yemen.
Details to be furnished include personal, visa and travel details, emergency contact details in India and destination country and contact details of foreign employer/sponsor in the destination country.
On successful completion of registration, the applicant will receive an SMS/email.

Grace period date announced for UAE's illegal residents


The Federal Authority for Identity and Citizenship is preparing to launch the "Protect Yourself by Modifying Your Status" initiative, implementing the Cabinet's decision and allow for a grace period for illegal residents to rectify their status.

The time period to rectify illegal residency in the UAE will begin from August 1, 2018, till October 31.


Sheikh Mohammed announces new visa rules in UAE

Insurance system to replace bank guarantee for employment, 48 hours free visa for transit travellers.





The Cabinet, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, adopted a number of strategic decisions with regards to foreign workers' insurance in the private sector, as well as a legislative package of visa facilitations.


A new insurance scheme for workers' guarantees has been introduced. The previous mandatory deposit of Dh3,000 per worker is now replaced by a new insurance that cost only Dh60 annually per worker.


The new system aims to achieve a wider coverage of the rights and entitlements for the workers. The value of the insurance policy in the new system is AED 60 per year for each worker and covers the workers' entitlements in terms of end of service benefits, vacation allowance, overtime allowance, unpaid wages, worker's return ticket and cases of work injury, in which the insurance coverage amounts to Dh. 20,000 per worker.


A new decision has also been approved to exempt transit passengers from all entry fees for the first 48 hours. Transit visa can be extended for up to 96 hours for a fee of only Dh50. Obtaining transit visa will be facilitated by a number of express counter at the passport-control hall across UAE airports.


DED offers temporary license freeze and installment facility on fees and fines


Dubai, 9 June 2018: The Department of Economic Development (DED) in Dubai has launched a package to make it further easier for businesses to clear fines and renew their licenses. The package will allow businesses to pay their fees and fines in easy installments, freeze their trade license for a year and seek an amicable settlement with DED on commercial violations.



The service package is part of enabling businesses to overcome obstacles and benefit from a credit facility that would allow them to maintain their competitiveness. DED had recently exempted companies and business establishments in Dubai from all fines imposed on them and granted them time till end of 2018 to renew their licenses. 



The new package allows for the payment of license renewal fees and accumulated fines through convenient installments within 12 months. DED is extending the facility in co-operation with its strategic partner aafaq Islamic Finance and a number of local banks. Business owners can approach any of the DED service centres located throughout Dubai or visit the DED website www.dubaided.gov.ae for more details on the facility.

The licensee can benefit from the installment if fines and fees have been accumulated for more than a year. Investors can apply for the fees not to be paid and avoid fines in case they wish to temporarily freeze doing business while retaining their license.





The waiver applies to fines issued before 14/04/2018 and for fines issued after this date license holders can take advantage of the offer of amicable settlement and payment in installments. The licensee who requests amicable settlement must not have benefited from any other exemptions Following the first fine issued after 14/04/2018. As such license holders are entitled to a 50% reduction in the basic value of penalties issued for the first violation.


Al Shehhi added that revitalizing businesses and offering improved flexibility to businessmen and investors are a top priority for DED. "Facilitating payment of fees and fines as well as license renewals will eventually enable Dubai to attract investors and reinforce itself as a global trading and economic hub." Al Shehhi stressed that the new service package is an opportunity for investors and businessmen seeking to renew or their licenses or clear their penalties. It will allow businesses to go past hurdles and focus on growth and seeking further investments thus creating more new job opportunities.

New decree exempting companies from fines and facilitating license renewals reflects leadership’s vision to boost Dubai’s competitiveness, says DED



Dubai, 29 May 2018: The Dubai Department of Economic Development (DED), today, said that the decree No 20 of 2018 exempting companies operating in Dubai from fines and facilitating license renewals, which was issued by His Highness Sheikh Mohammad bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, reflects the vision of Dubai's leadership to further enhance the competitiveness of the Emirate.



DED observed that the decree is a strong testament to the leadership's continued support to the business sectors in the emirate and in overcoming all obstacles that face them, in addition to underpinning His Highness's vision to strengthening the economy and creating a competitive environment conducive to investments in Dubai.



His Excellency Sami Al Qamzi, Director General, DED: "DED urges all business owners to benefit from the decree, which exempts companies and establishments operating in the Emirate of Dubai from all the fines imposed on them, and facilitate the procedures for renewing licenses by the end of 2018. This will add to the financial benefits of the owners of expired business licenses, restore legal records and licenses, and help the business community in Dubai enhance their competitiveness".



Omar Bushahab, CEO, Business Registration & Licensing Sector in DED, said: "This decree is a positive step in promoting economic growth and consolidating Dubai's position as one of the important commercial and economic centres internationally. It reaffirms to investors and businessmen around the world that Dubai effectively addresses various economic variables with a forward-looking vision by adopting best practices and regulations. It also helps to remove concerns among investors and entrepreneurs looking to expand their business".



Bushahab urged the owners of business licenses to expedite all necessary procedures to benefit from the exemptions to renew their licenses before the grace period until the end of 2018.



The decree is part of the initiatives launched by His Highness Sheikh Mohammed to reduce cost of doing business and facilitate inward investment in the emirate. The Department of Economic Development is implementing four initiatives to stimulate competitiveness and achieve sustainable economic development in Dubai. These are related to exempting businesses from fines and trade violations, reducing operational cost in the retail sector, supporting local production and procurement, as well as attracting the best startups to Dubai and promoting them.
